GM To Keep Opel, Sale To Magna Off

Late last month reports emerged that GM's sale of Opel to a consortium of buyers led by Magna International and Russia's Sberbank could be done as early within weeks. Since then, the deal hasn't quite come to completion, undergoing scrutiny from the EU for fairness in the bidding process. Today, GM made all the hubbub around the Opel sale meaningless by announcing it has decided to keep the brand.

GM CEO Fritz Henderson summed up the decision succinctly: "This was deemed to be the most stable and least costly approach for securing Opel/Vauxhall’s long-term future." He also acknowledged that the whole ordeal has been "draining" for all involved, but was unapologetic about the sale reversal. The drama isn't over, however, as the economic situation in Europe, especially for the car industry, is still touch-and-go. Quick action to restructure Opel/Vauxhall's operations and investment in the company by EU governments will be necessary to pull the company through according to the new plan. The delay that preceded the switcheroo was rooted in EU concern for the bidding process and its fairness. According to a late October posting to GM's FastLane blog by John Smith, GM Group Vice President, Corporate Planning and Alliances, "Last week, the Directorate-General for Competition expressed concerns about possible limitations on the availability of government financing for all Opel bidders, and how that may have influenced the selection process. "The German Government was asked by DG Competition to communicate its position on financing availability to GM and the Opel Trust Board who, in turn, were requested to consider the recommended bidder for Opel accordingly." Negotiation of the finer details was ongoing for about a month, though the agreement did make clear the general shape of the deal: GM would have retained 35% of Opel, with 10% reserved for Opel employees, and the Magna-Sberbank group would have taken the remaining 55%. Perhaps most telling in the whole deal, GM still has plans for the brand's cars here in the U.S. Although Saturn was previously the primary outlet for re-badged Opels in America, Buick recently confirmed a redesigned Insignia to be sold as the Regal. For more on what may be in store for that car, read up on our preview story here.[GM] Read More

Yesterday a report from a source briefed on the deal said Sichuan Tengzhong and GM could sign a deal by today, and now the sale has been officially announced by GM.

"General Motors (GM) and Sichuan Tengzhong Heavy Industrial Machinery Co., Ltd (Tengzhong), today announced that the companies have entered into a definitive agreement that will allow Tengzhong to acquire GM's premium all-terrain HUMMER brand," GM said today in a statement.

Back in June we brought you the lowdown on HUMMER's talks with Chinese firm Sichuan Tengzhong Heavy Industrial Machinery Co., and since then the updates on the deal's progress have been steady. "HUMMER is a strong global niche brand and this agreement signifies another important milestone in writing the next chapter for both GM and HUMMER," said Fritz Henderson, GM President and CEO. "For HUMMER, the combination of its knowledgeable leadership team, vehicle design expertise and the capital financing of Tengzhong portend a successful future." HUMMER owners who feel morally justified in their choice of the brand due to its American symbolism need not freak out completely: Sichuan Tengzhong plans to put the global brand headquarters near Detroit, thanks in part to a  $20.6 million state tax credit from Michigan. The current management team at HUMMER will also stay in place, including CEO James Taylor, who will keep his role. Manufacturing will be contracted from GM through the existing HUMMER plants, including the H3 and H3T coming out of the Shreveport, Louisiana plant. AM General's plant in Mishawaka where the H2 is made will also continue to build cars for the new ownership through 2011, with a possible one-year extension in 2012. The contracts secure as many as 3,000 jobs in the U.S. "We are excited about some of the initiatives already underway at HUMMER that we believe our investment will be able to accelerate, particularly related to the creation of the next generation of more fuel-efficient vehicles to meet not only future regulations but also customer expectations," said Yang Yi, chief executive officer of Tengzhong. The first plans for the new HUMMER are to extend E85 flex fuel capability to the entire fleet by including the H3 and H3T in the mix, making HUMMER the first manufacturer to do so with its entire lineup--though to be fair, HUMMER's entire lineup consists of essentially two models and their variants at this point. 2011 Camaro Convertible Previewed To Dealers This Week, Coming 'Soon'

The muscle car showdown is in full swing, with the Camaro, Mustang and Challenger all back in retro-modern form, and so far, the Camaro has won every round if retail sales are the scorecard. Expanding the Camaro's appeal with a convertible could do even more to keep it ahead of the Ford and Dodge competition, and it may be coming soon.

The 2011 Chevrolet Camaro Convertible was previously pegged for a March, 2011 launch, by GM spokesman Terry Rhadigan, but in a web chat this week General Motors vice president of Chevrolet global brand Brent Dewar said, "We gave a sneak peak of the Camaro convertible privately to our dealers this week. We are working on the specific timing but it will come out soon." "Soon" and "March, 2011" don't really jibe. But with all the shaking-up that's gone on at GM since Rhadigan's statement in May, we'll take Dewar's "soon" reference optimistically. Dewar did say that Chevrolet is focused right now on construction of the "tremendous sold order bank for the coupes" however. Also buried at the end of Dewar's chat was a side note that the Camaro Z28 isn't officially on the road to production, though there is "lots of excitement to do it." Reports from just a few weeks ago had the Z28 back on the production path, despite the program being shelved during GM's financial and product struggles of 2008 and early 2009. A number of custom Camaro Convertibles have been done while the world awaits the official Chevrolet version, but none approach the clean and elegant lines of the near-production-looking GM concept car from 2007 (pictured in the gallery above). Saab Sale To Koenigsegg Gets $610 Million Backing From Sweden

Koenigsegg's purchase of Saab had been rumored to be in trouble due to financing issues, but the Swedish government's decision to guarantee the $610 million loan sought from the European Investment Bank today shores up the purchase.

General Motors and Koenigsegg reached an agreement for the sale of Saab back in August, but the deal hasn't been completed as Koenigsegg has struggled to come up with the funding to buy out 100% of GM's interest under the terms of the deal.

Sweden's eagerness to keep Saab, as well as Volvo, within its borders, no doubt plays into the decision to back the Koengigsegg Group's purchase of the brand.

Even after the sale of Saab, however, GM will continue to share technology and services through an agreement like that between Penske and GM for the Saturn brand. Unlike the failed Penske-Saturn deal, Koenigsegg's purchase isn't dependent upon further supply contracts from other carmakers. Saab is already planning to launch three new models over the next 18 months, including the 9-3X, 9-4X and the recently revealed next-gen 9-5 (pictured). [Reuters] Read More

Report: Hummer HQ To Be Located In Detroit

Since GM entered bankruptcy, talk of Hummer's impending sale to Chinese firm Sichuan Tengzhong Heavy Industrial Machinery (Tengzhong) has included hints that the brand would remain U.S.-based, but today the company confirmed that the Hummer brand's headquarters will be located in Detroit.

Earlier reports had the sale going through by the end of October, and the deal appears to still be on track for closing next month. Negotiations are still underway, however, and GM could drag its feet or even find another buyer at the last minute, much as it attempted to do with the sale of Opel to the Magna/Sberbank conglomerate in Europe. Still, despite the uncertainty, the news has to be heartening for Michiganders, as the state's already struggling economy has been hit especially hard by the spike in unemployment following bankruptcies at Chrysler and GM. The Detroit HQ won't make a big dent in the unemployment figures, however, as only about 100 people will work there initially. The total number of workers at the HQ could eventually grow to 300.
